| Building 1 is Starbase 11's government center. The first three floors contain administrative offices, the computer center, and a large auditorium for speeches and diplomatic functions. The fourth floor houses the legal department, including the courtroom seen in the episode "Courtmartial" and a suite of offices for the JAG, while the security section and detention facilities are located on the fifth floor.
