| Building 4 is where various businesses that provide services to Starfleet have regional offices. Individuals in the private sector also have offices here, such as attorney Samuel T. Cogley, who defended Kirk in the episode "Courtmartial". Also located in Building 4 is Beyond Antares. This privately-owned rooftop restaurant is a favorite of both Starfleet personnel and visitors to the base, and boasts excellent views of the base in addition to its interplanetary menu.
